Job Description

Introduction:
The overall Asset Management function is headed by the Head of Asset Management who reports to the Director of Capital Programme.

The Infrastructure Planning function is organised as two parallel Infrastructure Planning sections, each headed by an Infrastructure Planning Manager. Each manager oversees the infrastructure planning and regional development requirements of a defined sector of the EDF Energy distribution network and is responsible for the development of medium-to-long term Infrastructure Development Plans and Regional Development Strategies.

PRINCIPAL ACCOUNTABILITIES

1. Contributing to Infrastructure Development Plans (IDP), for a defined sector of the EDF Energy Distribution Network, to provide clear forward visibility of the Major Project pipeline for inclusion in the Investment Plan
2. Development and documentation of Regional Strategies for this defined sector of the network to maximise network development synergies. This will involve, where appropriate, local authority liaison
3. Preparation of major project justifications, scoping documents and scheme papers for Gate B of EEPW to ensure alignment with our business objectives and, where appropriate, the objectives of the Asset Optimisation and Technology team
4. Analyse network issues and performance problems, and propose technically sound and cost-effective solutions
5. Carry out network modelling and network analysis and load flow
6. Assist the Distribution Planners to development the NAMP: generate scheme options; assess the feasibility of schemes and produce selection criteria

7. Undertaking post investment appraisals of selected major projects to support continuous improvement in major project planning
8. Ensuring timely quality responses to Connections Business related major network design referrals to maximise network development synergies and opportunities for winning contestable work
9. Ensuring that the departmental SHE Action Plan is delivered in support of our Incident and Injury Free culture and our Safe and Responsible Company ambition

Knowledge, skills, qualifications and experience

The role will require:


• experience and technical understanding of the principles of distribution engineering design and operation up to and including 132kV
• the ability to use network modelling tools and interpret output results
• the ability to undertake P2/6 assessments and demonstrate the robustness of the approach under regulatory questioning
• competence in resolving a significant range of technical power engineering issues and in providing technical advice
• the ability to apply risk management principles and techniques to identify threats and opportunities
• the ability to apply long-run financial appraisal techniques, including incremental cost benefit, risk and DCF analysis
• an understanding of the connection charge policy and how it impacts on costs charged to the distribution business
• awareness of current and technological developments in distribution plant and equipment – and futuristic concepts for network design
• an understanding of the requirements of Engineering Recommendations, including in particular P2/5, G59, G74, G75, G77, G78, G83, G5/4, P28 and P29
• a working knowledge of Distribution Code requirements, in particular those associated with Planning & Design
• to be cognisant of the roles of, and relationships between, key external stakeholders in the electricity business
• a high level of business, environmental, safety, financial, and regulatory awareness
• a general appreciation of financial reporting systems
• a working knowledge of the CDM Regulations and, in particular, a thorough understanding of how these relate to the role
• knowledge of the ISO 9001:2000 procedures relevant to the team’s activities

The role holder will need to be:
• a self-motivated team player who can work on own initiative
• able to think ‘out-of-the-box’ and demonstrate ‘big-picture’ awareness
• strongly intuitive with a highly developed ability to recognise threats and opportunities and who can identify need for change and develop change initiatives
• able to demonstrate a high standard of quality and accuracy with the ability to anticipate and plan for changes and peaks in workload
• proficient in the use of Microsoft desktop applications, in particular: Word, Excel and PowerPoint
• preferably a graduate electrical power engineer with a qualification leading to membership of the I.E.E and Chartered Engineer status, or alternatively an experienced engineer qualified to HNC standard
