Technology fix needed for water shortages

Thames Water have had their proposed increase in water bills capped and they now say that without the extra funding they can’t afford to fix the leaks. The leaks have been improved but are still running at 800 million litres a day!!! If they can’t afford to fix the leaks how can they afford to build the reservoir? They could save on advertising of course, they did spend £1.8 million trumpeting its success in saving water...
