Is this related to PROJECT ZITA which I worked on over 30 years ago, and is a simular system. We proved then that the system worked, but couldnt get any money from the Goverment of the time to invest on this. It was tried on the MEEDWAY inlet tidal harbour. I was like many others very dissapointed that so much knowledge was not used to the advantage of mankind.
