Flare path: protecting infrastructure from space weather

I am of an age where I have grown up with the onset, starting as a trickle and now a flood, of technology aids. Mobile phones, Internet, on line banking and product ordering, World Wide banking business etc. and all of this is dependent on keeping the lights on. This article seems to have a handle on what the dangers are but we will be in this parlous state for a few years yet and without a real protection system in place. If the lights do go out for a long term has anyone in authority have in place a plan that will feed and water us? I have put this question to many people and the standard response is, "We have back up systems in place". Run on hydrocarbon fuels no doubt that require fuels to operate which are pumped and supplied by electric motors! As we continue to be absorbed in and rely on high tech devices for all our living requirements we should be looking at a non technical back up plan.
