Could defence sector help avert GPS disaster?

The Loran system was a good idea but it seems to have been strangled at birth due to cost. Pity as it would have given a reasonably level of back up. It's not just jammers we have to worry about - GPS is a space system - that means its vulnerable and hard to fix - think solar flares, think space junk or poorly piloted space tourist vehicles n the future!
