This is an area in which an understanding of engineering by Governments needs reinforcing for its benefits. One way to do this is for Government to take partial ownership of projects in a joint venture scheme in which they hold a stake. This would allow Government funding to develop and market new ideas and inventions, and a financial return on such investments. If Government held a stake any share dividends would go back to them, and they could also sell their stake at a future date when a venture becomes profitable, or its value rises significantly. Such ventures would generate profits for Government, and profits could be ploughed back into new ventures, thus creating a financial pot of money. Such monies could be used solely for investment without it costing the taxpayers anything.
