Repairs to stop leaks, investment to manage existing supplies more effectivley - i.e. sharing water surplus with areas of shortage, Promoting water saving culture, even encouraging water havesting. are all areas that should be explored in depth. This is a complex problem with many solutions, and I'm sure that the overall problem could be overcome, with the impementation of all available solutions at every level. Suppliers down to consumers. Everyone has their part to play.
