The problem is with the person running the meeting - the rule should be no use of mobile phones, texting etc. The only electronic gadgetry should be related to the meeting. If its felt this shouldn't be the case then why bother wasting everyone's time with the meeting in the first place! Bottom line it's just plain rude......
