Jacques Chirac, the French President, has called for a `pioneer’ group of European countries to move more quickly towards political and economic union. Speaking at the newly renovated German parliament building in Berlin, Chirac said countries wanting to speed up European integration should not be held back by others – generally thought to mean the UK. A poll published this week in France’s Liberation newspaper says 70% of French people want the unification process to speed up. Some commentators believe Chirac’s remarks could be the first move to create a two-tier European Union.
