ICI managers are to meet with the Environment Agency and the Health & Safety Executive today in an effort to return to full production at Tioxide’s Greatham factory near Hartlepool.

The plant has been operating at 80% capacity after an incident five weeks ago when titanium chloride liquid leaked from the pipework from a heat exchanger. The Environment Agency served a prohibition notice on the plant.

Wayne Barnacle, the Greatham site manager, said that, while the root cause of the heat exchanger tube failure had not yet been identified, the heat exchanger and associated pipework had been replaced and extra instruments added.

He said: `We believe we have done all points in our action plan – which was more than required by the authorities.’
