On another front, the Government is sending out severely mixed signals to the research and development community.

On one hand the Department of Trade and Industry says it recognises the importance of innovation and the need for industry to exploit new technology. Then it proposes changes in the rules on tax exemption which would severly hit the finances of independent research organisations, bodies which do much to facilitate this process and are taking a leading role in the Faraday initiative to strengthen industry/academic links further.
