The European Commission is set to launch an action plan for the satellite communications sector.
A meeting of the European Union Telecoms Council on 27 June asked the commission to investigate if the market was sufficiently open to European firms, and to propose solutions to any obstacles it detects.
The plan also envisages the commission and the European Space Agency working together to develop a more extensive and coordinated European research and development strategy.
The telecoms council is nearing the end of its first round of consultation on third generation mobile communications, or UMTS.
Member states are due to answer four key questions on UMTS strategy, covering issues such as existing levels of consensus and the roles of the public and private sectors, by next week.
