Flying the flag?

If the first few accidents involving personal planes cause the same kind of backlash that inhibited the early development of steam cars and automobiles then it is very difficult to see how these vehicles will ever get off the ground.

Cars were restricted to the walking speed of a man with the use of a red flag, so if personal planes are held back to the flying speed of a man with a red flag the results could be, well, very interesting.
